Background

In 2019, the City of Roswell completed its first-ever Bicycle and Pedestrian Master Plan.

Through the Bicycle and Pedestrian Master Plan process, the City evaluated its policies and practices, identified and prioritized bicycle and pedestrian investments, and developed a fiscally realistic implementation strategy. The planning process went through three distinct phases: a data-gathering phase, an assessment phase, and a recommendations phase.

The plan had a robust public outreach component, which included two rounds of public open houses (four meetings in total) in May and September 2019. There was also an online survey, which had nearly 500 respondents and captured a large amount of input from the public. The study had a Stakeholder Committee, which included 10 citizens, as well as appointees from Roswell Police, Recreation and Parks, Fulton County Schools, and Bike Roswell.

Updates to the Mayor and City Council occurred at multiple points during the study. Following the final round of public meetings and final stakeholder meeting, the study was presented to the Mayor and City Council at a Work Session on October 30, 2019, and at the Transportation Committee Meeting on November 20, 2019.

The Roswell Bicycle and Pedestrian Master Plan: Final Report was approved and adopted by the Mayor and City Council on December 9, 2019.

The priorities listed within the document are based on a needs assessment that was derived from data analysis and public input received to date. The project list reflects well over $100 million dollars in identified improvements over the next 30 years, so these priorities may change based on the availability of future funding.

Georgia Planning Association Award

Roswell's Bicycle and Pedestrian Master Plan received an award from the Georgia Planning Association (GPA) for the plan's public outreach efforts. GPA's Outstanding Public Involvement award recognizes an initiative where a region or community involves the public in a planning activity above and beyond the minimum state or local requirements, and where that involvement contributes to the final product. The Hub and Spoke System

In 2019, the Roswell Bicycle and Pedestrian Master Plan was adopted to develop a network of multi-use trails across the City of Roswell. The Hub-and-Spoke map was created as part of that plan. The multi-use trail that is part of this plan is approximately ten (10') feet wide, to allow both pedestrians and cyclists to use the space at the same time.

The hub and spoke system of trails was derived by utilizing a combination of data driven results from data analysis and by input received by our stakeholders and the general public.

The goal of the hub and spoke system is to enhance connectivity for our residents to City Parks, schools, the Historic District (including Canton Street), and the Chattahoochee River (riverfront area). In addition, this system is intended to provide new regional connections for bicyclist and pedestrians using existing trail facilities, connecting to trails in our neighboring cities and counties (e.g. Alpharetta, Cobb, etc.).
