Understanding Property Tax

Your property tax rate is also called the millage rate. One "mill" is equal to $1 for every $1,000 of your property's assessed value. Your assessed property tax is based on your assessed property value, which is determined by the Fulton County Tax Assessors' Office. Each year, the three local governments to which Roswell residents pay property taxes (Fulton County, Fulton County Schools, and the City of Roswell) each establish their own millage rate. Your property's assessed value is multiplied by each millage rate to determine the property tax due to each local government.

Example (based on 2023 tax rates): For a home with a fair market value of $575,000 (assessed value of $230,000 or 40%), a Roswell resident would pay a total of $7,161.97. Please see the graphic below for a full tax breakdown.

City of Roswell Current Millage Rate

Millage rates are the tax rates used to calculate local property taxes. The rate represents the amount per every $1,000 of a property's assessed value.

On October 15, 2024, Roswell City Council adopted a millage rate of 4.949 for Tax Year 2024, which is the same as the prior year's (2023) rate.

The 4.949 rate includes two components: a Maintenance & Operations (M & O) component and a Debt Service component. Roswell’s 2024 rate of 4.949 mils represents no change in either component of the millage rate.

Maintenance & Operations

The Maintenance & Operations (M & O) component of 4.049 supports the City’s General Fund services and programs, such as Public Safety, Recreation and Parks, Transportation, and services offered by other City departments.

Debt Service

The Debt Service component accounts for 0.900 of the rate and is applied to the repayment of voter-approved debt. Property taxes paid this year will be applied to the repayment of the City’s first bond issuance of $86.2 million (approved in May 2023), which includes $53.1 million that will be used toward Recreation, Parks, bicycle and pedestrian paths and sidewalks; $13.1 million towards Public Safety (Police and Fire) projects; and $20 million towards a public parking deck in downtown Roswell. Homestead Exemptions

Four homestead exemptions are offered by the City of Roswell. To qualify, property owners must own and occupy the home as their permanent residence as of January 1 of the tax year. Applications are accepted between January 1 and June 1 and may be submitted in person at City Hall (Suite 210) or via email at taxinfo@roswellgov.com.

Once approved, the homestead exemptions will renew automatically each year until a change in ownership occurs. Homestead exemption amounts, excluding the Disabled Veteran Exemption, apply to the General Fund Millage Rate only.

Floating Homestead Exemption

This exemption is automatically granted to all Roswell residents with a Fulton County Homestead Exemption in place. The Floating Homestead Exemption caps the 2019 taxable value at the lowest value from 2016, 2017, or 2018 plus 4.23%. For future years, value increases will be limited by the rate of inflation or 3%, whichever is less.

Senior Homestead Exemptions

The City of Roswell offers two Senior Homestead Exemptions:
  • A $2,000 exemption is available for persons age 65 or older.
  • A $20,000 exemption is available for persons age 65 or older with a combined Adjusted Gross Income (AGI) of less than $40,000.

Disabled Veteran Exemption

The City of Roswell recognizes the Federal Disabled Veteran Exemption. If you are a disabled veteran that has been approved by the Department of Veterans Affairs as being permanently 100% disabled, you may be entitled to receive an exemption of $101,754.
